Stars and Rain Development Fund (SDF)
1. Background:
Stars and Rain is the first non-governmental organization in China engaged in serving children with autism and their families. Stars and Rain is providing the ABA (Applied Behavior Analysis) training program for preschool students and parents training workshops. Since our establishment in 1993 as a NGO, we are an independent organization and our financial situation is always tight. Because there isn’t any possibility of getting fund from government currently, we rely heavily on donations generously given by people from across China and overseas to continue our invaluable work.
A highly qualified and experienced team of specialist staff is the key to Stars and Rain’s success. In order to maintain and acquire excellent staff we desperately need more funds. SDF has been established to fulfil this need.
2. Purposes

A. Support "Staff Training Program"
- To provide new teachers with specialist training.
- To provide existing staff with ongoing and further training.
- To invite professional people to Stars and Rain to help training work.
B. Support Staff benefit
-To provide health insurance for staff.*
-To provide housing fund for staff.*
-To reward outstanding teachers achievements.
C. Assist teaching activities
- To pay for translation of foreign language material.
- To purchase necessary teaching aids and equipment.
D. For advocacy and awareness work
- To publish booklets and literature giving information about autism.
*Chinese government legal requirement to NGO.

3. Management:

A. SDF is managed by Stars and Rain's financial department led directly by the Director. Money donated to specific causes will be accurately targeted for that purpose.
B. SDF board council is composed of director, vice-director, accountant, staff representative And donor’s representatives.
C. A review of the found and its financial situation will be published every three months.
D. The funds financial review will be available to every donor for perusal and suggestion.

Stars and Rain Relief Fund For Families with Autistic Children (SRFF)
1. Background:
The purpose of establishing SRFF is focused on offering assistance to Chinese families struggling to bring up children with autism under difficult circumstances. At present China is in a period of economic transition with undeveloped social insurance system. Many people have to deal with the shock and upheaval of unemployment. Some of those laid-off are already coping with the challenge of bringing up a child with autism. The SRFF is being established to support these families, and to help children with autism are not away because their parents are facing financial hardship.
2. Purposes:

A. To decrease or cancel the tuition fees (from part to total) for the laid-off families. And provide necessary teaching material and follows-up services.
B. To provide partial salaries to private teachers for families of the disabled.
C. To decrease or cancel the school fees for autistic children who have lost their parents.
D. To reward the families who keep up the therapy sessions for their autistic children and have made good progress.
E. All the above relief will be awarded according to the rigorous guidelines and after proper scrutiny.

3. Management:

A. SRFF is managed by Stars and Rain's financial department. Money donated to specific causes will be accurately targeted for that purpose.
B. SRFF board council is composing of director, vice-director, accountant, staff representatives, and parent’s representatives and donors representatives who will decide how SRFF is used.
C. The boards of council will usually have one meeting every three months and will make the latest SRFF report known to all people.
D. The latest SRFF report is available to every donor for perusal and suggestion.
